John : Let me explain the picture above.  The pulse width is floating. The pulse position is shifting.

Me: However,  we have falling edge and rising edge.  We can detect the pulse width and position. Thereby, we can generate a Clock's signal.

John : Yes, see the picture above.  The NPN and PNP transistor form a falling edge trigger.  The problem is that there're plenty carrier wave . As a result,  the direction of current flow isn't fixed both in the NPN and PNP branch.

Me: However,  the voltage is "anyhow" above the threshold.

John: For sure. Consequently,  the output is (1) anyhow.
