1) When the base layer is up cycle, the electron shift from "P" to base layer.
2) When the base layer is down cycle,  the electrons shift from base layer to "P".

Me: Ok.

John : Hackers make it un this way,

1) The base layer is indeed at up cycle.

2) The upper part of the base layer is at up cycle too.
.
3) However,  the lower part of the base layer is at down cycle.  
.
John : As a result,  during an Up cycle of the Base Layer,  some electrons shift out and some electrons shift in. Is that clear?
